2.2.2 Change of domain owner or transfer to another registrar
Changing the domain owner or transferring it to another registrar is a procedure that requires a careful approach and certain technical steps. Next, we will consider who the owner of the domain is and what the transfer procedure is.
Domain Owner is the contact used when registering the domain. The contact can be both a natural person and a legal entity that has the right to own a specific domain. The domain owner has the authority to manage the technical settings, DNS records and other parameters of this domain. Ownership of a domain can be transferred from one contact to another through a change of ownership procedure.
The procedure of domain transfer, also known as transfer, consists in moving a domain name to another registrar for further maintenance and support. This, in effect, means changing the registrar for the domain.
As a result of the procedure, the owner is given a transfer code, which is also called Auth Code or EPP Code. The transfer code is a sequence of 8-20 characters, which will be difficult for an outsider to pick up, for example S4$%89[1tFa!

To transfer to another registrar, the domain owner first finds out the EPP Code from the current registrar. Then the owner gives it to the new registrar, and as a result, the domain transfer process begins.
Key requirements and provisions for domain transfer and change of ownership
- The application must be signed by the owner of the domain.
- If the domain contact during registration was specified as natural person - a full copy of the passport or certificate of birth. If a legal entity - a copy of the certificate of state registration of the enterprise must be added to the legal application.
- Operations of change of owner or transfer are carried out on the basis of the Service Provision Rules and the Public Offer Agreement, in order to protect the domain name of the object intellectual property from possible theft or other fraudulent actions.

Transfer of partial control of the domain to another user
If you need to transfer domain management to another person or divide domains into different offices, this can be done in a fairly simple way. You need to create a request to the support subscriber service, specifying the full domain name and login of the user to whom you want to transfer control.
Important: the method involves transferring a domain under partial management, with the possibility of renewing registration and managing name servers. Legally, the owner of the domain in the registry does not change; to change, you must additionally use the change owner procedure.
Change of domain owner
To change the owner of the domain, it is necessary to fill out and sign an application in the name of the director Sedinkin A. V.. The application must be completed and signed by the current owner (registrant) of the domain name. This is necessary in order to confirm the fact that it is the owner, and not the person impersonating him (having gained access to the mail/personal account), who wants to change the contact information of the domain name.
When filling out the legal application, you need to specify the data of the current registrant, the name of the domain for which the owner is being changed, as well as information about the new the owner of the domain name in the form of transliteration in Latin alphabet.
Important: There are restrictions that may prevent you from changing ownership
- The application to change the owner is sent by a person who is not the owner of the domain name.
- The policy of some domain zones prohibits the change of owner.
- In many domain zones, it is not possible to change the domain owner within the first 60 days after registration or the last transfer.
- Certain domain name registries prohibit too frequent changes of domain contact data, for example, more often than once in 60 days.
- Specific domain zone rules require additional actions by the registrant or registrar.
- The domain name is in a status such as

, which blocks the operations of changing contact data. - In many domain zones that use a local contact, it is not possible to change the owner or registrar.

Domain transfer
